Executive Director

Mr. Gallagher has served as E.D. of Reaching Out for over 10 years. He has deep experience in the food insecurity sector with strong partnerships with dozens of organizations in San Jose and Santa Clara County.

Mr. Gallagher’s relationship with Second Harvest Food Bank, Reaching Out has now become the largest distributor of food in Santa Clara County for Second Harvest.

Troy Baloca

Director of Operations

Mr. Baloca is currently focused on feeding over 150,000 struggling families, starving children, and seniors a year. Since joining in 2018, he has led efforts to increase annual operating revenues by 75%, and 75% for senior programs.

He has a passion for ending the cycle of poverty and years of experience matching donors' philanthropic interests with the needs of the community.
